Gambling History in Connecticut
Connecticut's gambling history centers on two Native American tribal casinos that transformed the state into one of the nation's largest casino gaming markets. Beginning with the legalization of charitable bingo in 1939, Connecticut gradually expanded gambling options through bazaars, raffles, and other games over subsequent decades. However, the modern era of Connecticut gambling truly began with tribal gaming in the 1980s. Tribal gaming emerged in 1986 when the Mashantucket Pequot Tribe opened a high-stakes bingo parlor on their reservation after a federal court ruled that state bingo regulations did not apply on sovereign tribal land.
This groundbreaking legal precedent paved the way for massive expansion. In 1992, the operation expanded to include table games, and in 1993, slot machines arrived. Foxwoods Resort Casino, as it became known, grew into one of the world's largest casinos. The Mohegan Tribe, having gained federal recognition in 1992, opened Mohegan Sun Casino in 1996. Together, Foxwoods and Mohegan Sun created a gambling powerhouse in southeastern Connecticut, generating billions in annual revenue and employing tens of thousands of Connecticut residents.
These two tribal casinos operate under gaming compacts with the state, providing significant revenue sharing in exchange for maintaining a duopoly on casino gaming. In 2021, Connecticut legalized online gambling and sports betting, launching in October 2021. The state authorized two online platforms: DraftKings Casino (partnered with Foxwoods) and FanDuel Casino (partnered with Mohegan Sun). However, in a dramatic 2025 move, Governor Ned Lamont signed Senate Bill 1235, officially banning online sweepstakes casinos effective October 1, 2025. Connecticut became the second state, after California's pending 2026 ban, to explicitly prohibit the dual-currency sweepstakes model, protecting its regulated online casino monopoly.
