What this index measures

Each immutable record captures one change to portfolio_availability_status. The controlled values are available, restricted, pending change, blocked, and unknown. These are CasinoRankr tracker classifications, not legal conclusions, operator-eligibility rules, or promotion-policy judgments.

The launch baseline contains all 50 states plus Washington, DC and is derived from the existing tracker artifact at its recorded source-snapshot timestamp. The ledger records changes; the current state table remains the place to read the latest tracker snapshot.

Methodology

Admission standard: an external change is admitted only when a Git-visible tracker transition has exact repository provenance and directly captured source evidence supporting the change basis. A missing primary capture stays excluded or CANT-TELL; it is never filled by inference.

Single-axis scope: v1 measures only portfolio availability status. Corrections are appended, labeled, and excluded from external-change statistics. No operator eligibility, promotion policy, legal classification, strictness score, or risk ranking is derived.

PARTIAL means the source and Git evidence support the admitted tracker transition, but one or more named workflow or date elements needed for full reconstruction are not proven. Every record lists those missing elements.
